Current Status, Answered Straightforwardly
JMVRA is aligned with UGC's Suggested Parameters for Choosing Peer-Reviewed Journals.
JMVRA is a Transparent, Peer-Reviewed, Open Access Journal (Refereed Journal). Following the discontinuation of the UGC and UGC-CARE journal listing, and in alignment with the latest UGC-CARE recommendations and guidelines, JMVRA is aligned with UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals.
The UGC CARE list was discontinued in 2025, so universities now assess journals against UGC’s suggestive parameters — JMVRA’s status against each one is set out below. Submit your paperSee the 35 parametersGo to the original source instead of our summary
UGC Public Notice on CARE Journals
The University Grants Commission’s own notice sets out the position. Instead of paraphrasing it we provide the link, letting you check it personally — the very thing you should do with every journal’s claims, ours included. Reading the full notice rather than relying on a summary avoids misunderstanding.
A quick view of how the position shifted
Indian journals were first assessed with a central UGC list and later with the UGC-CARE list. The latter has since been discontinued, so every university now uses UGC’s suggestive parameters on its own. The timeline below presents every stage and JMVRA’s position at present.
Why this strengthens the claim rather than weakening it
When a journal advertises a listing that has ceased to exist, it is signalling that it never checked. One that describes the position correctly, cites its source and shows how it reached its view offers something genuinely verifiable. Here lies the gap between a badge and evidence, which is why this page sets out the position plainly ahead of explaining what JMVRA does claim.
Below, every UGC Parameters recommendation is placed beside JMVRA’s actual practice, with a link for confirming it. You are never asked to simply trust the journal.

What UGC CARE Is
UGC CARE (Consortium for Academic and Research Ethics) was launched by the University Grants Commission in India to keep a reference list of journals regarded as acceptable for academic assessment and to deter authors from publishing in journals with poor or non-existent editorial standards. Understanding its purpose helps in reading older references to the list.
The earlier expression "peer-reviewed journal" points to a previous list, which was dropped in favour of the CARE approach. Lists get reviewed from time to time and a journal's place on any of them may change, so a verification carrying a date counts for more than a badge.
The Structure of the List (Historical)
The Commission, not the journal, decided who belonged to either group. With the list discontinued in 2025, no journal has a current place in either group, and universities use the UGC suggestive parameters in its stead.
Assessment Criteria
Evaluations like these usually look at eight matters. Each card below poses a question that an assessor puts to a journal:

Adhering to the UGC CARE Guidelines
JMVRA, a Transparent Peer-Reviewed Open Access Journal (Refereed Journal), runs in line with UGC and UGC CARE recommendations that apply to peer-reviewed journals.
In a public notice, the University Grants Commission has stated its stance on CARE journals. We link the original document instead of paraphrasing it, so that you can consult the source itself:

Verifying a Journal Today
Carrying out five checks in the sequence below produces a dated result you can trust, whether for JMVRA or any other journal:
- Read the UGC noticeUse the official source linked near the top of this page, not mirrors, forwarded PDFs or badges
- Search title and ISSNImitated titles are common, so rely on the ISSN as the dependable key
- Match the publisherThe publisher and website recorded for the ISSN should be those of the site you are visiting
- Check the parametersGo through peer review, ethics, charges, identifiers and indexing, and note down the date
- Ask your institutionIf your institution has its own approved list, that decides how your paper is credited
Implications for Authors
Should your promotion, API score or thesis requirement hinge on appearing in a listed journal, check the status personally at the official source before submitting, and save a dated record of what you found. Find out from your institution which list it recognises; requirements differ between institutions, and yours are the ones applied to you.
Cloned Journals and Predatory Journals
Fees are collected from authors by cloned journals that imitate a genuine title, ISSN and sometimes even the site design. To protect yourself:
Safe habits
- Get to the journal by entering the official domain, jmvra.org, yourself instead of clicking a link in an unsolicited email
- Make sure the ISSN shown on the site (2984-8911) agrees with the official record for the title
- Make payment solely following acceptance, using the channels listed on the journal’s own website
Warning signs
- Promises of assured acceptance or publication on the same day
- Payment requested ahead of any review
- Unverifiable metric badges, which are decoration and not evidence
Explaining Journal Standing to Supervisors and Evaluation Panels
Researchers are often asked to justify the journals they choose. Presenting your reasoning clearly and honestly makes the discussion productive and shows professional maturity.
- Prepare a one-page justification. Summarise why the journal fits your topic, how it reviews papers and what evidence supports its quality. A short, organised note answers most questions before they are asked.
- Attach verifiable references. Provide screenshots or notes of independent checks, with the date, instead of repeating promotional wording. Evaluators trust what they can reproduce themselves.
- Use accurate language about status. Describe a journal's position exactly as the sources do, without stretching terms or implying endorsements that do not exist. Careful wording protects your credibility.
- Acknowledge limits openly. If the journal lacks some recognition you might have hoped for, say so and explain why the venue still suits the work. Candour is respected more than evasion.
- Ask the panel for current rules. Rules for appraisal change over time. Request the latest written criteria from your committee so that your choices match what will actually be assessed.
Justify journal choices with dated, checkable evidence, careful wording and an honest account of any limits.
Questions Researchers Often Ask
Has JMVRA received UGC approval?
Yes. JMVRA is aligned with UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals, the standard UGC now applies after discontinuing its journal lists. UGC no longer issues journal numbers, so none is quoted for JMVRA.
Is "UGC Parameters" still a valid term?
People still use the expression often, yet the central UGC-CARE list was discontinued in 2025. Journals are now assessed by universities against UGC’s suggestive parameters, which means a journal’s standing ought to be tested against those parameters and the official UGC notice.
What do the UGC suggestive parameters involve, and how does JMVRA satisfy them?
There are 35 of them, arranged in 8 groups and issued as Annexure-I of UGC’s notice; they span preliminary journal criteria, editorial board, editorial policy, content quality, journal standards, research ethics, visibility and impact. JMVRA records 28 as met, 2 as partly met, 3 as not published and 2 as not applicable, giving the reason in each case — see UGC’s New Recommendations.
Is a paper published in JMVRA going to be accepted by my university?
Your university decides, following its own rules and the UGC suggestive parameters. Put the question to your research office in writing prior to submitting, and keep what they reply.
May a journal's status alter once my paper has been published?
Yes, since lists get reviewed from time to time. Your article stays published, though the credit an institution gives it follows that institution's rules; therefore hold on to dated proof of the status when it was published.
Is UGC CARE listing an automatic result of indexing?
No. Each of indexing and CARE listing is a distinct process with its own criteria. Refer to Indexing & Abstracting.
