The CARE List Is Gone. JMVRA Still Qualifies.
UGC withdrew the CARE Journal List on 3 October 2024 and replaced it with suggestive parameters. Validity is no longer about being on a list — it is about meeting the parameters, and every one of them is documented below.
What Actually Changed
Before — the CARE List
- A fixed list decided whether a journal “counted”
- Journals were added and removed without public reasoning
- Authors checked a name against a spreadsheet
- Being absent from the list ended the discussion
- Quality was inferred from membership, not examined
Now — Suggestive Parameters
- Each journal is assessed against published criteria
- Transparency and research integrity carry the weight
- Authors can verify a journal themselves, point by point
- Transparent peer review moves to the centre
- Evidence is checkable rather than delegated to a list
From the Numbered UGC List to the Suggested Parameters
The "before" and "after" above, as dates. The journal was founded after the numbered list closed; the test that applies today is the Suggested Parameters.
- UGC-Approved List of JournalsUGC publishes a numbered list; each journal on it carries a UGC journal number.
- Re-evaluation of the listUGC reviews the list and removes titles that scored low. Numbers from that list belong only to those journals.
- UGC-CARE List replaces itThe CARE reference list supersedes the earlier approved list; no new UGC journal numbers are issued.
- JMVRA is foundedEstablished after the numbered list had closed, so the journal has no UGC journal number to quote.
- CARE List discontinuedUGC's 584th meeting withdraws the CARE list. No replacement list is created.
- Suggested Parameters approvedEight categories of suggestive parameters (public notice 16 July 2025). JMVRA is aligned with UGC's Suggested Parameters for Choosing Peer-Reviewed Journals.

Questions Authors Are Asking
Has UGC really discontinued the UGC CARE list?
Yes. UGC withdrew the UGC CARE Journal List in its Public Notice of 3 October 2024, issued after the 584th UGC Meeting. It was replaced by the Peer-Reviewed Journal Policy, which sets suggestive parameters for identifying credible journals rather than maintaining a fixed list.
Is publishing in JMVRA still valid for promotions and PhD requirements?
Yes. Under the new framework, validity depends on whether a journal meets the suggestive parameters — verified ISSN, transparent peer review, publisher authenticity, open access disclosure, archiving, indexing and DOI. JMVRA meets all of them, and this page documents each one.
If there is no list any more, how do I check a journal is genuine?
Apply the parameters yourself. Verify the ISSN on the ISSN Portal, check the peer review policy is published, confirm the publisher has a real address and professional email domain, look for a resolvable Crossref DOI, and check the archive actually opens. A journal that fails several of these is one to avoid regardless of what it claims.
Does JMVRA still describe itself as UGC CARE Approved?
Yes. JMVRA is a Transparent, Peer-Reviewed, Open Access Journal (Refereed Journal). Following the discontinuation of the UGC and UGC-CARE journal listing, and in alignment with the latest UGC-CARE recommendations and guidelines, JMVRA is aligned with UGC's Suggested Parameters for Choosing Peer-Reviewed Journals. It never quotes a UGC journal number (it was founded in June 2023, after the numbered list closed) and is not described as "UGC-CARE listed", because no list exists any more.
What makes a journal predatory or cloned?
Typical signals: a title deceptively close to an established journal, an ISSN that does not resolve or does not match the title, no physical address, a free email domain, undisclosed fees that appear after acceptance, claimed indexing with no verifiable link, and no accessible archive of past issues.
How much does publication cost, and when is it charged?
The publication charge is ₹971 INR and is disclosed upfront. It is invoiced only after a paper has been accepted through peer review — never at submission, and never as a condition of being reviewed.
