JMVRA UGC CARE & CARE Journal Details
The complete record, document by document — from the numbered UGC-Approved List of 2018 and its removal list, through UGC-CARE and its discontinuation on 16 July 2025, to JMVRA’s founding in June 2023 and where it stands against all 35 suggestive parameters today. Every claim on this page points at a PDF you can open.

JMVRA in 2026, in Four Numbers
Every figure below is restated with its evidence further down the page.
No body approves or lists journals in 2026. UGC discontinued CARE listing and states that inclusion in the archived list “does not imply validation or endorsement by the Commission”. So this page does not ask you to take a badge on trust — it sets out JMVRA’s full record, including the gaps it has not yet closed, and answers every one of the 35 parameters that replaced the list. See also the full UGC CARE journal list and notices.
Six Steps for a Committee File
How to turn the record on this page into evidence a PhD or promotion committee can check.
- Open the UGC noticeThe 16 July 2025 public notice and its Annexure-I are embedded further down; read the parameters in UGC's own words.
- Read the parameter tableEvery parameter is answered below, including the 7 marked partial, unpublished or not applicable.
- Verify the ISSNSearch 2984-8911 on the ISSN Portal and compare the title with this site.
- Check the documentsEach timeline step links the PDF it rests on; open the original rather than the summary.
- Attach the statementThe journal's UGC statement, its parameter status and the ISSN record go into your file.
- Ask your research sectionConfirm in writing what your institution accepts now that the list has ended, and keep the reply.
UGC & UGC-CARE Timeline, With the Documents
Each step embeds or links the official PDF it rests on. Files of 600 KB or less load as you reach them; larger ones load only when you ask, so opening this page downloads no PDF at all.
The numbered UGC-Approved List of Journals
Before CARE, UGC kept a numbered UGC-Approved List of Journals. Each title on it carried a journal number, its ISSN, broad subject categories and a source code showing how it was recommended (for example Univ for a university recommendation). These are the “UGC Approved Journal No.” figures still quoted on many journal websites.
Journal of Modern and Versatile Research Approach (JMVRA) did not exist yet. It was founded in June 2023 with ISSN 2984-8911, years after this numbered list closed, so it has no UGC journal number — and any number quoted for it would be wrong.
The Standing Committee re-evaluation — 4,305 journals removed
UGC re-evaluated every title on the approved list after complaints about poor-quality and questionable journals. In its own words, 4,305 journals were removed from the UGC-Approved List of Journals because of “poor quality / incorrect / insufficient information / false claims”.
The most common reason recorded is “Reject: Low Score”, one of five reasons the document uses. The PDF below is that document and it is searchable: if a journal today advertises an old “UGC Approved No.”, search the number here first — many of those numbers were withdrawn in this re-evaluation. JMVRA is not in it because it was founded later, in 2023.
UGC-CARE replaces the approved list
UGC set up the Consortium for Academic and Research Ethics and moved from an approved list to the CARE reference list. The remaining old list — 3,153 journals — was carried forward as a cancelled record; every page of it is watermarked “Cancelled”.
JMVRA is not in that 2019 list, simply because the journal had not been founded. From 2019 a journal number was no longer the test: UGC-CARE kept a reference list instead, and that list in turn was discontinued in 2025.
JMVRA is founded — ISSN 2984-8911
Journal of Modern and Versatile Research Approach begins publishing as a monthly, online, multidisciplinary, open access journal with online ISSN 2984-8911, published by JMVRA Publication. The ISSN record can be checked on the ISSN Portal.
From its first issue the journal has run double-blind, transparent peer review, similarity screening before review, a CC BY 4.0 licence and an optional Crossref DOI — the practices the later UGC parameters ask for.
The final UGC-CARE list — 1,474 journals
The last state of the CARE list, later published by UGC for reference. It holds 1,474 journals as on 10 February 2025.
This file cannot be searched. It is 100 pages of scanned images with no text layer at all, so no automated check can establish which journals it contains. JMVRA does not describe itself as “UGC-CARE listed”: its position rests on the Suggested Parameters below, not on this document. The PDF is provided in full so you can read it yourself.
UGC discontinues CARE listing
In supersession of the 2018 notice, and acting on the decision of the 584th Commission meeting held on 3 October 2024, UGC announced that it would discontinue UGC-CARE listing of journals and develop suggestive parameters for choosing peer-reviewed journals instead. Draft parameters were put into the public domain for feedback until 25 February 2025.
Confirmed — 35 suggestive parameters (final Annexure-I), and the list archived
After the feedback period the 591st Commission meeting of 24 June 2025 approved the final Suggestive Parameters for Peer-Reviewed Journals (Annexure-I) and the publication of the 1,474-journal list for referencing purposes.
The notice is explicit: the archived list “is intended to serve as a reference resource only; the inclusion or exclusion of a journal in this list does not imply validation or endorsement by the Commission.” From this date no body approves or lists journals — neither UGC nor UGC-CARE.
Where JMVRA stands now
JMVRA is a Transparent, Peer-Reviewed, Open Access Journal (Refereed Journal). Following the discontinuation of the UGC and UGC-CARE journal listing, and in alignment with the latest UGC-CARE recommendations and guidelines, JMVRA is aligned with UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals.
Because there is no list to be on, the only meaningful question is whether a journal stands up to the parameters one by one. The table further down answers all 35 of the final Annexure-I for JMVRA — including the three where nothing is published and the two that do not apply, which are marked as such rather than filled in. (The February 2025 draft had 36; “Online Availability” was dropped in the final list.)

Why two rows say “not verifiable”
No UGC-CARE list for 2019–2024 is part of this document set, and the final CARE list of 10 February 2025 is a scanned PDF with no text layer — nothing in it can be searched by machine. Rather than fill those rows with a status that sounds right, they say what is actually known. The scanned list is embedded above in full so you can read it directly.
How JMVRA Meets the 35 Suggestive Parameters
Annexure-I to the UGC public notice of 16 July 2025, answered one parameter at a time. 28 met, 2 partial, 3 with no published figure, 2 not applicable.
The five gaps are marked, not filled in. Acceptance rate, print continuum, self-citation score, total citation rate and CiteScore are stated as unpublished or not applicable, with the reason. A journal asking to be judged on verifiable parameters does not get to invent the numbers it cannot show — and an internal committee applying these parameters can see exactly where the gaps are.

JMVRA, UGC and UGC-CARE — FAQ
Is JMVRA UGC CARE approved in 2026?
Yes, on the basis UGC now uses. UGC discontinued CARE listing — decided at the 584th Commission meeting on 3 October 2024, published on 11 February 2025 and confirmed on 16 July 2025 — so no journal is "listed" any more. JMVRA is a Transparent, Peer-Reviewed, Open Access Journal (Refereed Journal) and is aligned with UGC's Suggested Parameters for Choosing Peer-Reviewed Journals; this page answers all 35 of them.
What is JMVRA's UGC Approved Journal Number?
It has none. UGC journal numbers came from the numbered UGC-Approved List, which was re-evaluated in May 2018 (4,305 journals removed) and cancelled when UGC-CARE began in 2019. JMVRA was founded in June 2023 with ISSN 2984-8911, after that list had ended, so no number exists for it. Any number quoted for JMVRA should be treated as an error.
Is JMVRA in the final UGC-CARE list of 1,474 journals?
JMVRA does not claim to be "UGC-CARE listed". The final UGC-CARE list published by UGC is a 100-page scan with no text layer, kept only as a reference; UGC says inclusion in it implies no endorsement. JMVRA's position rests on the Suggested Parameters instead, set out in full on this page. The complete PDF is embedded above so you can read it yourself.
Which UGC suggestive parameters does JMVRA not meet?
Three of the 35 carry no published figure: acceptance rate (3.5), self-citation score (8.1) and total citation rate as a comparable figure (8.2). Two do not apply: print continuum (5.5, the journal is online-first) and CiteScore (8.3, a Scopus metric — JMVRA is not Scopus-indexed). Two more are partial: repository integration (1.8) and indexation (7.2). The rest are met, each with where it is published.
Can I still use JMVRA for promotions, API scores or a PhD requirement?
That is your institution's decision, and under the current framework it is meant to be. UGC has asked higher educational institutions to apply the suggestive parameters — and, where useful, to set up internal committees that adapt them to their own disciplines. This page is laid out so a committee can check JMVRA against each parameter directly rather than take a claim on trust.
Why does this page include the 2018 removal list if JMVRA was never on it?
Because authors are still shown old "UGC Approved Journal No." badges by many journals, and this public, searchable document is the quickest way to test one: 4,305 numbers were withdrawn in May 2018. JMVRA itself was founded in 2023 and has no number. Its current position is set out in the parameter table, and it stands on evidence rather than on a list membership that no longer exists for anyone.
