JMVRA and UGC's 35 Suggested Parameters

Page updated

JMVRA (ISSN 2984-8911) in the post UGC-CARE era: key journal facts, the CARE timeline, answers to all 35 UGC suggested parameters and publishing steps.

Step 1 · About the journal

JMVRA Journal Details

What institutions request at the outset: identity, ownership, metrics, fees and contact details.

JMVRA is aligned with UGC's Suggested Parameters for Choosing Peer-Reviewed Journals.

JMVRA is a Transparent, Peer-Reviewed, Open Access Journal (Refereed Journal). Following the discontinuation of the UGC and UGC-CARE journal listing, and in alignment with the latest UGC-CARE recommendations and guidelines, JMVRA is aligned with UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals.

Step 2 · UGC

The Fate of the UGC CARE List

The move from the UGC-Approved List to UGC-CARE and then to suggestive parameters, with dates and the effect of each stage on authors.

3 Oct 2024CARE listing ended (584th meeting)
1,474Titles on the archived final CARE list
35Suggestive parameters in 8 groups
16 Jul 2025Discontinuation formally confirmed
  1. 2017 – Apr 2018

    The Earlier UGC-Approved List

UGC kept an approved list of journals for appointments and promotions. JMVRA was founded in June 2023, after this list had been replaced, so it was never part of it.

  2. May 2018

    Re-evaluation by the Standing Committee

Following complaints about dubious journals, UGC reassessed the entire approved list and struck off 4,305 titles.

  3. Nov 2018 – Jan 2019

UGC-CARE takes over from the approved list

The Consortium for Academic and Research Ethics (CARE) was established by UGC. Its former list of 3,153 journals was retained merely as a cancelled record.

  4. 3 Oct 2024

    584th Commission meeting

Instead of listing journals under UGC-CARE, UGC resolves to stop the practice and draw up suggestive parameters for selecting peer-reviewed journals.

  5. 10 – 11 Feb 2025

Last CARE list and public notice

A reference copy of the final UGC-CARE list, covering 1,474 journals as on 10 February 2025, is released alongside the announcement of discontinuation; draft parameters stay open for feedback until 25 February 2025.

  6. 24 Jun 2025

    591st Commission meeting

The final Suggestive Parameters for Peer-Reviewed Journals receive UGC approval as Annexure-I: 35 parameters in 8 groups, whereas the February 2025 draft contained 36.

  7. 16 Jul 2025

    Discontinuation confirmed

The archived list “is intended to serve as a reference resource only; the inclusion or exclusion of a journal in this list does not imply validation or endorsement by the Commission.”

  8. 2026 — today

    Parameters, not lists

There is no UGC or UGC-CARE journal list any longer. Applying the suggestive parameters falls to institutions, and for that reason JMVRA responds to each of them below.

Earlier: the CARE list

  • Whether a journal “counted” was settled by a fixed list
  • Titles entered and left the list with no public explanation
  • Authors simply looked a name up in a spreadsheet
  • A journal missing from the list closed the matter
  • Quality was assumed from inclusion rather than assessed

Now — suggestive parameters

  • Every journal is judged using openly stated criteria
  • Most weight rests on transparency and research integrity
  • Authors are able to check a journal on their own, one point at a time
  • Transparent peer review takes centre stage
  • Proof can be checked directly instead of being left to a list

Step 3 · Parameters in detail

How JMVRA Answers UGC’s 35 Suggestive Parameters

Each parameter in the final Annexure-I of the UGC public notice dated 16 July 2025 is answered in turn. If JMVRA has no published figure, the page states that rather than making one up. The February 2025 draft had 36 items; “Online Availability” was removed from the final list, so it appears below purely as a reference and is not counted. Reading each answer next to the official annexure makes the comparison easier.

28 of 35 parameters met, 2 partial, 3 not published, 2 not applicable
28/35met in full
  • Met28 parameters fully met, with a note of where each is published
  • Partial2 partly met: repository integration and indexation

  • Not applicable2 that do not apply to a journal that is online-only and outside Scopus: print continuum and CiteScore
Group 1

Journal Preliminary Criteria

8/9 met
  • 1.1

ISSN 2984-8911 can be checked on the official ISSN Portal and agrees with the ROAD registration.

  • 1.3
    Periodicity and ContinuityMet

Issues appear monthly to a published schedule, and all previous ones are archived and accessible.

  • 1.4
    Contact and Publication DetailsMet

JMVRA Publication is the publisher, and it lists a postal address that can be verified, a professional email domain ([email protected]) and a telephone number, +91 91063 65667.

Entirely open access: readers can view and download articles free, there is no paywall, and the fee is stated before submission.

  • 1.8
    Integration with National/International RepositoriesPartial

Google Scholar can surface the articles, Zenodo archives them, and Crossref DOI metadata is attached. ONOS is intended for subscription titles, so it is irrelevant to a journal that is fully open access.

  • 1.9
    Archival PolicyMet

Each article has a lasting URL, a Crossref DOI is available if requested, and every issue is preserved for the long term.

Group 2

Editorial Board Criteria

3/3 met
  • 2.1
    Editorial Board DetailsMet

Editors and reviewers are listed by full name, together with affiliations and credentials that can be checked.

Expertise covers the disciplines the journal accepts, with members from institutions in India and abroad.

  • 2.3
    Efficient Editorial/Review ProcessMet

Double-blind peer review informed by reviewers' recommendations, and timelines that are made public.

Group 3

Journal Editorial Policy

4/5 met
  • 3.1
    Aims, Objectives and ScopeMet

Indian authors pay ₹971 INR and foreign authors $41 USD; the amounts are stated in advance and billed only following acceptance.

  • 3.4
    Publishing TimelineMet

Turnaround from submission to publication is made public, and every stage is monitored.

  • 3.5
    Acceptance RateNot published

The journal publishes no acceptance rate. Instead of guessing a value, the page records it as unpublished.

Group 4

Journal Quality Criteria — Content

2/2 met
  • 4.1
    Academic ContributionMet

Reviewers judge the motivation, how far the work advances existing knowledge and its applicability, then pass the report on to the author.

  • 4.2
    Conformity to Journal ScopeMet

Before review, each submission gets an initial check against the declared aims and scope.

Group 5

Journal Standards

6/7 met
  • 5.1
    Bibliographic Data & Literature CitationMet

Authors must use a standard referencing format, which is verified during copy-editing.

  • 5.2
    Font & DesignMet

An available paper template sets the layout, fonts and structure for all articles.

  • 5.3
    Infographics & ExhibitsMet

    Citation RecordMet

Each article has a publicly visible Google Scholar citation record, and this record underlies the journal’s Impact Factor.

  • 5.5
    Print ContinuumNot applicable

Does not apply, since the journal is online-first and has no print edition. Anyone who wants a hard copy of a certificate or an issue can ask for one.

  • Draft
    Online AvailabilityDraft only

This item appeared in the February 2025 draft yet was removed from the final Annexure-I of 16 July 2025, hence it is not counted. All articles remain free to read and download in full without registering.

  • 5.6
    Quality of WebsiteMet

The site runs on HTTPS, the latest issue is refreshed every month on schedule, and all archive links work.

  • 5.7
    Multilingual AvailabilityMet

Papers in regional languages are welcome in addition to English.

Group 6

Research Ethics

4/4 met
  • 6.1
    Ethical Guidelines for AuthorsMet

Policies on authorship, ethics and disclosure follow COPE and ICMJE guidance.

  • 6.2
    Plagiarism PreventionMet

All submissions are screened ahead of review, and authors can ask for the similarity report. The accepted limit is similarity below 15%.

  • 6.3
    Conflict of Interest DisclosureMet

There is a public conflict-of-interest policy that applies to governance, editors, reviewers and authors.

  • 6.4
    AI Generated Content PolicyMet

Use of AI tools has to be disclosed by authors, and the similarity check can also detect AI-written text.

Group 7

Journal Visibility

The Impact Factor of 11.25 is derived from Google Scholar citation data and was not bought.

  • 7.2
    Indexation in Reputed DatabasesPartial

Google Scholar lists the journal; it is also registered with Crossref and ROAD (ISSN), and its archive sits in Zenodo. Scopus, Web of Science and DOAJ do not index JMVRA, and the journal says so plainly.

Group 8

Journal Impact Criteria

0/3 met
  • 8.1
    Self-Citation ScoreNot published

The journal neither calculates nor publishes a self-citation score.

  • 8.2
    Total Citation RateNot published

Citations can be viewed openly on Google Scholar, though no total citation rate is released as a comparable number.

  • 8.3
    Cite ScoreNot applicable

Does not apply, because Scopus calculates CiteScore only for titles it indexes. As JMVRA is not Scopus-indexed, it has no CiteScore.

JMVRA UGC & UGC-CARE Journal Details holds the same table along with the complete UGC record and every official PDF, while UGC CARE Discontinues — why JMVRA still qualifies explains the parameters one by one.

Step 4 · How peer review works

How JMVRA Handles Transparent Peer Review

Reviewers and authors stay anonymous during evaluation. Once it is over, a Transparent Peer Review Report can be requested, identities may optionally be revealed, a review history is public and a certificate can be verified — all practices that UGC policy expects from a credible journal. Such openness lets readers judge for themselves how a decision was reached.

3Models of open review
Double-blindAssessment carried out by subject experts
On requestReport on the review, Indian authors
On requestReport on the review, foreign authors

The Transparent Peer Review Report

A formal Transparent Peer Review Report, on request contains the written comments of the reviewer and the editor's decision, letting anyone see how a conclusion was examined instead of simply trusting the label “peer reviewed”. Request the report

Open Identities

Naming is a choice left to the reviewer. The option is deliberate, because a junior reviewer evaluating a senior author’s paper needs the freedom to speak frankly without being identified.

Open Participation

Revisions are discussed openly among authors, reviewers and editors, so that review becomes a dialogue that strengthens the paper instead of a judgement pronounced from above.

  1. 1

    Submission

Plagiarism, formatting and scope are verified for the manuscript prior to any further step.

  2. 2

    Reviewer assignment

Through the Scholar9 portal, reviewers are matched according to their expertise, past reviewing record and availability.

  3. 3

    Open review

One of the three open models is used to evaluate originality, methodology, significance and clarity.

  4. 4

    Decision & revision

The outcome is acceptance, acceptance subject to minor or major revisions, or rejection. Authors then revise in response to the written comments.

  5. 5

    Post-publication

Scholar9 keeps a record of the review, the formal report can be requested, reviewers who consent may be named, and a certificate is issued.

For every author

Without a List, Verify Any Journal Yourself in Six Steps

As no UGC list exists, checking falls to you. Steer clear of any journal that fails several of these tests, regardless of what it says about itself.

  1. Verify the ISSN

Search for the ISSN on the ISSN Portal (ISSN India at NSL-NIScPR for Indian titles) and make sure it corresponds to the precise journal title.

  2. Study the review policy

Trustworthy journals explain how review operates, who the reviewers are and how much time it takes. A missing policy should raise concern.

  3. Check the publisher

Look for a genuine postal address, an email on a professional domain instead of Gmail or Yahoo, and a telephone number that gets answered.

  4. Resolve a DOI

Try one of the journal’s DOIs on doi.org; it ought to lead to the article on the journal’s own website.

  5. Open the archive

Earlier issues ought to be present, open properly and fit the declared frequency, rather than a lone issue or a dead archive page.

  6. Locate the fee prior to submitting

A fee ought to be shown clearly in advance, and it should neither increase after acceptance nor be requested ahead of review.

Step 5 · Publish

Your Paper Can Be Published in JMVRA

Monthly issues, a fee known before submission, a Crossref DOI on request and a Google Scholar Impact Factor of 11.25 come with a journal that is refereed, open access, peer-reviewed and transparent.

  1. Step 1

    Prepare

Prepare your manuscript following the publication guidelines and the paper template.

  2. Step 2

    Submit online

Send it through the submission page or by email to [email protected].

  3. Step 3

    Screening & review

First comes a plagiarism check, followed by transparent double-blind peer review from subject experts.

  4. Step 4

    Acceptance

The fee is billed solely after acceptance: ₹971 INR for Indian authors or $41 USD for foreign authors.

  5. Step 5

    Publication

The paper appears as open access in the monthly issue, accompanied by a certificate, and a Crossref DOI can be had on request.

The 35 Parameters and JMVRA, Summarised on One Page

Evidence is in the complete parameter list above, while this is an overview a committee can absorb quickly, organised group by group and showing gaps openly instead of concealing them.

JMVRA against UGC's 35 suggestive parameters: preliminary criteria 8 of 9, editorial board 3 of 3, editorial policy 4 of 5, content quality 2 of 2, journal standards 6 of 7, research ethics 4 of 4, journal visibility 1 of 2, impact criteria 0 of 3; 28 met in full, 2 partly met, 3 with no published figure, 2 not applicable
Green marks parameters met in full, orange those met in part, and grey those without a published figure. Six of the eight groups are satisfied entirely.

2Partly met

  • 1.8 Repository integration: Google Scholar, Zenodo and Crossref metadata are all in place, and since ONOS concerns subscription titles it is not relevant to an open access journal.
  • 7.2 Indexation in reputed databases: Google Scholar indexes it and it is registered with Crossref and ROAD, but it is absent from Scopus, Web of Science and DOAJ.

3 + 2No figure published / does not apply

  • 3.5 Acceptance rate: nothing published
  • 8.1 Self-citation score and 8.2 Total citation rate: no figures published
  • 5.5 Print continuum: does not apply, as the journal is online-first
  • 8.3 CiteScore: does not apply, being a Scopus metric

A Pack of Evidence Verifiable in Minutes

Since no central list exists, each institution makes its own decision. Every card below leads to a record kept elsewhere, allowing a committee to confirm JMVRA’s details without simply accepting the journal’s word. Opening each record in turn is a good habit before any submission decision.

Using Regulator Guidance When Selecting a Journal Yourself

With fixed approved lists no longer the main reference point, authors must apply published criteria themselves. A calm, evidence-based routine helps you and your evaluators reach sound conclusions.

  • Read the official guidance directly. Open the regulator's own notices instead of relying on summaries or social posts. Primary documents state exactly what is recommended and avoid second-hand distortions.
  • Turn criteria into a checklist. List each suggested parameter and record your evidence for every journal you consider. A written checklist makes your decision transparent when supervisors or committees ask for reasons.
  • Prefer evidence over assurances. Judge a journal by what you can inspect, such as published papers, editorial board pages and policies. Claims without a way to check them carry little weight.
  • Be wary of outdated claims. Old statements about lists or approvals may still circulate. Check dates and ask whether the claim describes the present situation or a past arrangement.
  • Consult your institution's rules. Universities and departments may set their own requirements for promotion or degrees. Confirm them with the research office before choosing where to publish.

Apply the published criteria yourself, document your evidence and confirm institutional rules before you decide where to publish.

Questions

UGC CARE Questions About JMVRA — FAQ

Does JMVRA hold UGC CARE approval in 2026?

Yes. UGC discontinued CARE listing — decided at the 584th Commission meeting on 3 October 2024, published on 11 February 2025 and confirmed on 16 July 2025 — so journals are now judged against UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals. JMVRA, a Transparent, Peer-Reviewed, Open Access Journal (Refereed Journal), is aligned with them, and this page answers all 35.

Which UGC Approved Journal Number does JMVRA have?

JMVRA has no UGC Approved Journal Number. The UGC-Approved list was replaced by UGC-CARE in 2019, before JMVRA was founded in June 2023, and the CARE list itself was discontinued in 2025. JMVRA is aligned with UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals.

For which UGC parameters does JMVRA fall short of full compliance?

Out of 35 parameters, 28 are met. Acceptance rate (3.5), self-citation score (8.1) and total citation rate (8.2) are the three with no published figure. Print continuum (5.5), given that the journal is online-first, and CiteScore (8.3), which is a Scopus metric, are the two that do not apply. Repository integration (1.8) plus indexation in reputed databases (7.2) are partly met.

Can I use a JMVRA paper for promotion, API score or a PhD requirement?

Your institution makes that call, which is exactly what the present framework intends. Higher education institutions are asked by UGC to use the suggestive parameters, through internal committees where helpful. The layout of this page lets a committee test JMVRA against every parameter directly. Keeping a copy of the committee’s conclusion with your records avoids confusion later.

What is the cost of publishing in JMVRA?

Indian authors pay a publication charge of ₹971 INR, and foreign authors pay $41 USD. The amount is stated in advance and billed solely after peer review has led to acceptance, never at the time of submission.

Does Scopus or Web of Science index JMVRA?

No. The journal appears in Google Scholar, holds registrations with Crossref and ROAD (ISSN), and is archived in Zenodo, but JMVRA is not indexed in Scopus, Web of Science or DOAJ. If your institution insists on Scopus or Web of Science, pick a title from their official lists and verify it by ISSN every time.

How can I obtain my transparent peer review report?

Review runs through Scholar9.com, and the transparent peer review report for your own paper is available on request. You can also open JMVRA's journal page on Scholar9.

What is the way to submit my paper to JMVRA?

Use the online form at jmvra.org/submitpaper.php or send the manuscript by email to [email protected]. If you need assistance, phone or WhatsApp +91 91063 65667.

Which evidence about JMVRA can I present to my institution?

Records kept outside the journal are linked from the evidence pack on this page: the editorial board and plagiarism policy, the published charges, the Crossref record (DOIs), the Scholar9 review record, the Google Scholar profile (citation figures shown once verified), the UGC public notice and the ISSN Portal record, together with JMVRA’s response to each of the 35 parameters. Presenting these together gives a committee a complete picture without extra correspondence.

Is it possible to publish my paper in Hindi or some other Indian language?

Yes. Papers are accepted by JMVRA in English, every Indian (local) language and foreign languages. Prior to submission, check with the editorial office that a language editor and reviewers exist for your language, and provide the font details and font file.
