Most “why publish with us” pages assume one author, normally a domestic one. For anyone submitting from outside India, several of the questions that count are different. Does an India-specific approval such as UGC CARE carry weight at your home institution? Is the process truly independent of location? And is the information given about indexing and DOI accurate? This guide deals with each of these directly. Asking such questions before you submit saves effort later.
Why International Authors Face a Different Question
A journal's homepage frequently lists its credentials for a wide, mixed readership — UGC CARE status, Impact Factor, indexing partners — without separating what matters to a reader outside India from what matters to one inside it. UGC CARE, for example, is a regulatory label that applies only in India. It is of great importance if an Indian university requires it for a PhD submission, and of no relevance if your own institution has never come across it.
The Basics: Fee, Timeline, Payment
| Item | Detail |
|---|---|
| Publication fee | $41 USD, payable only once the paper is accepted |
| Payment methods | PayPal and card payments are accepted |
| Review timeline | Acceptance or rejection sent via email and WhatsApp |
| Submission process | Entirely online, regardless of location or time zone |
| Peer review | Transparent double-blind review, the same for every author whatever their country |
Does UGC CARE Approval Even Count If You Live Outside India?
Frankly, not directly in most cases. UGC CARE is a designation kept by India's University Grants Commission, and Indian universities cite it in PhD submission rules, faculty promotions and API scoring. If you do not belong to an Indian institution, your own evaluators are unlikely to look for it.
For international authors the editorial rigour behind UGC CARE approval usually counts for more — real double-blind peer review, a disclosed editorial board and plagiarism screening — together with Google Scholar indexing and a citable Crossref DOI. Those qualities carry weight wherever you work.
Where JMVRA Is Indexed, and Where It Is Not
After a Crossref DOI has been registered for your article, it also spreads to OpenAlex, OpenAIRE, Scilit, ResearchGate and Zenodo during the following weeks. These are genuine, checkable discovery platforms, not a padded list of every document-sharing site in existence.
Submitting in English or a Regional Language
JMVRA takes manuscripts written in English or in regional languages. For an international submission, English is still the easiest language to review widely, because it enlarges the group of qualified reviewers able to judge your particular subfield properly. Write to the editorial team at [email protected] before you prepare a submission in any other language.
DOI and Hard Copy — Available on Request, Not Bundled
A Crossref DOI can be obtained on request for $20 USD, added to the $41 USD base fee; it does not come automatically with every publication. Because it is kept separate and stated openly, authors who need only the core publication do not pay for an extra they never requested. A printed hard copy of the journal issue can likewise be requested; write to [email protected] to arrange international shipping and learn the cost.
Global Reach: Global Countries
Research published in JMVRA reaches readers in Global countries under CC BY 4.0 open access, so anyone anywhere can read it free, with no paywall on the reader's side. With Google Scholar indexing and an optional DOI, an international author gets a discoverable, citable publication, and UGC CARE does not need to mean anything to their institution.

Finding Out What Counts in Your Own Country
- Ask your institution what it accepts — certain ones demand particular databases
- Look at national guidance — ministries or research councils can set their own criteria
- Measure it against JMVRA’s indexing — indexed in Google Scholar, Crossref DOI on request; not in Scopus, WoS or DOAJ
- Decide for each paper — pick the venue that suits that paper’s aim

Practical Preparation for Authors Submitting from Outside India
Writing for a journal in another country brings small logistical questions. Preparing for them in advance helps authors abroad communicate clearly and keep the process uneventful.
- Confirm payment methods early. Check which methods are accepted from your country and whether your bank adds charges or exchange differences. Keep the receipt, since it may be needed later.
- Plan around time differences. Allow for a gap between your working hours and the editorial office. Write complete messages so that a single reply can settle the question.
- Use clear international English. Prefer short sentences and widely understood terms, and have the text proofread if English is not your first language. Clarity helps reviewers anywhere.
- Explain local context. Define regional institutions, laws or units of measurement briefly so that readers in other countries understand why they matter.
- Check recognition locally. Ask your university or funder what they expect from a journal. Their requirements may differ from those of any single country's system.
Sort out payment, time zones, language and local recognition before you submit, so distance never becomes a cause of avoidable delay.
