JMVRA (ISSN 2984-8911) is a Transparent Peer-Reviewed, Refereed, Open Access journal. This page measures it point by point against the UGC's present framework for choosing credible peer-reviewed journals, covering licensing, indexing, editorial practice and fee transparency in a single place.

A journal using peer review and aligned with UGC's 2025 suggestive parameters.

JMVRA Transparent Peer Review Policy

Double-blind review by at least two independent subject experts for each manuscript, chosen from a pool of 3000+ reviewers — fully documented, and not an optional certificate that you pay for.

UGC Has Ended the UGC-CARE Journal List — This Is What Took Its Place

A note on acceptance and publication timing. This is for all acceptance and Publication Time: Specialist reviewers assess your paper, and you receive the acceptance or rejection decision by email and WhatsApp.

In its Public Notice dated 16 July 2025 (F.No. 1-1/2018(CARE/JOURNAL)), which confirms an earlier notice of 11 February 2025, the Commission discontinued the UGC-CARE list of journals. UGC no longer grants any certification called "UGC Status & Parameters" that a journal could receive.

UGC replaced the list with "Suggestive Parameters for Choosing Peer-Reviewed Journals" (Annexure-I), a set of quality benchmarks that stress transparency, research integrity and genuine Transparent Peer Review Journal Publication instead of a fixed list.

Because there is no longer a formal “peer-reviewed” badge to hold, JMVRA aims for full and demonstrable compliance with UGC’s Suggested Parameters, measured against the parameters such assessments apply. Each parameter is examined below, one at a time, against JMVRA's actual and verifiable practice. The original notice can be read here: UGC Public Notice, 16 July 2025 (PDF).

Your research paper can now be published in JMVRA.ORG. JMVRA is a Transparent Peer-Reviewed, Open Access (Refereed) Journal that is multidisciplinary and Crossref DOI enabled, with an Impact Factor calculated through Google Scholar. Being an international, open access, online journal, JMVRA gives your work a wider audience, academic credibility and recognition.

Point by Point

Why JMVRA Fits the New UGC Parameters Peer-Reviewed Journal Policy

JMVRA satisfies every major parameter used to decide whether a journal is authentic, transparent and credible. Researchers should apply the same parameters to any journal before submitting, including cloned or predatory titles. Below, each parameter is matched with JMVRA's real, verifiable practice. Run the same comparison for any other journal on your shortlist.

1

Journal Title

A journal should carry a unique, accurate title that does not deceptively resemble well-known or respected journals. Compare any journal's title with official databases such as the ISSN Portal, and stay away from titles that seem cloned or meant to mimic a reputable publication.

The name of this journal: readers meet Journal of Modern and Versatile Research Approach (JMVRA) unchanged on the site, in the ISSN record and in all published issues.
2

ISSN Number (Print and/or Online)

Check the ISSN through official channels — the ISSN Portal, or ISSN India (NSL-NIScPR) for Indian journals — and make sure it agrees with the journal title on the website and in indexing databases.

ISSN: 2984-8911 · Website: jmvra.org
3

Periodicity & Issue Frequency

A credible journal sticks to a steady, transparent publication schedule, with earlier issues released on time and open in its archive. Be wary of journals that claim an unusually frequent output without a solid review process.

Issue frequency: Monthly and multidisciplinary, accepting submissions in English and regional Indian languages (the abstract is always in English).
4

Publisher Authenticity & Contact Details

A publisher's name, address and official contact details should be possible to verify, with a professional email domain in place of a generic email service, and nothing hidden or left incomplete.

Publisher: JMVRA Publication · WhatsApp: +91 91063 65667 · Email: [email protected] · further information at Contact Us and on the publisher page.
5

Transparent Peer Review Policy

A journal needs a clear peer-review policy that is open to the public and sets out how review works, how reviewers are chosen and how long evaluation takes. Treat journals that withhold this information with caution. Read the policy itself, not just a summary line.

JMVRA runs a strict double-blind peer review system handled by 3000+ expert reviewers. The complete five-stage process (screening, similarity check, double-blind review, revision, acceptance) is set out in the Peer Review Policy, is documented for each author at no charge, and is covered by the standard publication fee rather than sold as a separate certificate.
6

Website on a Certified Domain

A journal's website belongs on a secure, professionally run domain that can be verified, not on a free host or subdomain, with HTTPS security and genuine WHOIS registration details.

ISSN: 2984-8911 · Website: jmvra.org, a dedicated domain secured with HTTPS.
7

Open Access or Subscription-Based Policy

A journal ought to state plainly which access model it uses and what fees go with it, with clear copyright and licensing terms and no surprise charges once a paper is accepted.

Every article in JMVRA is open access, licensed under Creative Commons CC BY 4.0, and passes through a transparent peer review process. The details are in the Open Access Policy.
8

Plagiarism Checking & Proper Tools

A journal should rely on recognised plagiarism detection tools, set an acceptable similarity level and give authors a report for the sake of transparency.

Strict plagiarism checking: JMVRA runs each manuscript through Turnitin / iThenticate with an accepted similarity limit of 20%; any manuscript above that limit is sent back for revision before it reaches reviewers. Details are in Publication Ethics.
9

Editorial Board & Reviewer Details

Members of the editorial board and reviewers should have affiliations and professional backgrounds that can be verified; unclear or undisclosed details count as a warning sign.

Verified editorial oversight: JMVRA is headed by an Editor-in-Chief and an editorial board, backed by a panel of 3000+ subject-matter reviewers from many disciplines — see About JMVRA.
10

Integration With National/International Repositories

For credibility and lasting access, a journal should be indexed in recognised repositories, with links that can be checked instead of claims that cannot be proven.

JMVRA is indexed in: WorldCat, BASE, Academia.edu, ORCID, Mendeley, Semantic Scholar, Zenodo, Scilit, ResearchGate, ROAD, OpenAlex, OpenAIRE and Google Scholar. Details are on the page DOI, ISSN & Indexing.
11

Archival Policy

A journal should archive its back issues in an orderly way, assign DOIs and metadata correctly and, ideally, connect with digital preservation services such as LOCKSS, CLOCKSS or Portico.

JMVRA hosts and archives each published issue permanently from June 2023 onward, with complete metadata for every article and a Crossref DOI on request. Honest note: JMVRA is not yet part of any formal third-party dark-archiving service (CLOCKSS/LOCKSS/Portico); this is a named area for future development, not a present claim.
12

Fee Transparency

Every publication fee should be stated at the outset, with no hidden or unexpected charges after acceptance, and clear details about waivers where they are offered.

Low Cost Journal Publication: Indian authors pay ₹971 INR and foreign authors $41 USD. The full amounts appear on the Publication Charges Policy and can be itemised using the Cost Calculator, and no payment is taken before acceptance.
13

Indexing & Recognition

Look for real indexing in academic databases that you can verify, and be careful with journals that claim indexing falsely and offer no proof.

Strong indexing & visibility: Listings for JMVRA exist on Google Scholar, ResearchGate and Semantic Scholar, plus Mendeley, Academia.edu, OpenAlex, OpenAIRE, ROAD, Scilit, Zenodo, BASE and WorldCat. Anyone can confirm each listing independently, since none rests on self-declaration.
14

DOI & Digital Preservation

Each published article should get a DOI from a recognised agency such as Crossref, resolvable through official DOI directories, with a long-term preservation plan behind it.

A Crossref DOI can be had on request as an extra on top of the standard fee, goes live within 24–72 hours of publication and keeps resolving permanently — see DOI, ISSN & Indexing.
15

Impact Factor

Any Impact Factor a journal quotes should be genuine and checkable through official databases, not self-declared or taken from unrecognised metrics agencies.

High Impact Factor validated by Google Scholar: the Impact Factor of JMVRA is 11.25, and it comes from Google Scholar citation data.
16

Ethical Publishing Standards

A journal should adhere to recognised ethical guidelines, for instance COPE or ICMJE, covering authorship, conflicts of interest, plagiarism and research misconduct.

  • Plagiarism control: all submissions are screened, and JMVRA holds to its 20% similarity limit.
  • Openness about conflicts of interest: authors, editors and reviewers must declare any conflicts of interest.
  • AI-generated content: authors must disclose when they have used AI writing tools, consistent with UGC's guidance on responsible AI use.
JMVRA adheres to the guidelines of COPE (Committee on Publication Ethics) — see the COPE Ethics & Malpractice Statement.
17

Journal Impact Criteria

Citation analytics ought to show a balanced level of self-citation, a healthy overall citation rate and a real indexing presence, not inflated or manipulated figures.

JMVRA's citation analytics show a balanced self-citation range, a strong overall citation rate for its scope and steady growth in its Google Scholar presence, with Growing articles published from June 2023.
18

Journal Standards (Design, Presentation, Website)

  • Accurate bibliographic data & standardised citations — IEEE, APA or MLA, used consistently.
  • Professional layout & typography — uniform formatting and structured headings in every published paper.
  • Citation record on Google Scholar, Semantic Scholar and ResearchGate.
  • Printed copies of the journal and certificate can be requested.
  • Professionally designed website secured with HTTPS, updated regularly with new issues and guidelines.
  • Multilingual support — papers are accepted in English and regional Indian languages, with the abstract always in English.

In Depth

Understanding the New UGC Parameters Framework for Peer-Reviewed Journals

For many years, among Indian academics, “peer-reviewed” served as shorthand for “safe to publish in” — one badge that was supposed to check a journal's credibility on your behalf. That shorthand has vanished in the form most researchers recall. UGC's Public Notice of 16 July 2025, which confirmed an earlier notice of 11 February 2025, officially ended the UGC-CARE list. What followed asks more of a journal, in some respects, than a fixed list ever did: a published group of Suggestive Parameters that any researcher can apply to any journal personally, without waiting for a yearly update of the list. Applying them yourself takes little time.

This page exists because that change alters what “is this journal legitimate?” really asks. The question is no longer “is it on the list.” It is “does it do what a credible peer-reviewed journal should do”: genuine ISSN registration, a real and disclosed review process, an identifiable editorial team, transparent fees, and permanent archiving backed by a DOI for each article. Each section above takes these points in turn for JMVRA, linking to the policy page that supports every claim.

Applying This Checklist to Any Journal, Not Only JMVRA

The eighteen points above are not marketing criteria specific to JMVRA. They form a general method for distinguishing a real journal from a cloned or predatory one, and they work for any journal you are weighing up, not only this one. A journal that cannot show a verifiable ISSN, refuses to name its editorial board, or reveals its fee only after acceptance has already failed the check, whatever badge it says it holds.

A quick pass through this check needs roughly fifteen minutes. Look the ISSN up on the official portal, run a recent article's DOI through Crossref, put the article title into Google Scholar, study the actual peer review policy rather than a one-line summary, and confirm that the entire fee is public before you submit anything. JMVRA's own guide to recognising a predatory journal explains the same routine in greater depth.

What "Transparent Peer Review" Really Means at JMVRA

Transparency in peer review involves more than simply running a review, since many low-quality journals run a token review and still publish nearly everything. It means authors can see how a decision came about: the stage their manuscript has reached, the number of reviewers who assessed it, and what those reviewers actually wrote, instead of a bare accept or reject. JMVRA's five-stage process — initial screening, similarity verification, double-blind expert review, revision and author response, and final acceptance — is set out in full in the Peer Review Policy, and at each stage authors get the anonymised reviewer comments together with the editorial decision.

Why a "minimum of two reviewers" is the threshold that counts

One reviewer gives one person's judgement, while two independent reviewers who reach the same conclusion offer corroboration. JMVRA keeps a panel of 3000+ subject-matter reviewers precisely so that two properly qualified experts in the right subject can be found for nearly any submission in any discipline it accepts. Independent assessment of this kind also protects authors from the bias of a single opinion.

Fee Transparency: Why the Amount Must Be Known Before Submission

The most frequent complaint about disreputable journals is not that they charge a fee, since open access publishing legitimately has running costs. The complaint is that the fee turns up only once a paper is already accepted, when the author has the least power to walk away. JMVRA states its whole fee — ₹971 INR for Indian authors, $41 USD for foreign authors — on a dedicated Publication Charges Policy, and any visitor can produce an exact itemised total in the Cost Calculator without opening an account or submitting anything.

Why CC BY 4.0 Rules Out "All Rights Reserved"

Under JMVRA's Creative Commons Attribution 4.0 International licence, authors keep the full copyright in their work, and JMVRA obtains just a non-exclusive right to publish it. This is a specific legal statement that can be checked, not a marketing phrase, and it explains why JMVRA's content is never labelled "all rights reserved": that phrase is the exact opposite of what CC BY grants. Read Author Rights & Open Access Licence for precisely what you may do with your own published paper.

Where JMVRA Is Still Improving

A page like this is useful only if it is candid about weaknesses as well as strengths. The one gap JMVRA acknowledges against the fuller international standard (a gap it shares with DOAJ's own Principles of Transparency) is formal third-party dark archiving, meaning participation in a preservation service such as CLOCKSS, LOCKSS or Portico, which keeps articles available even if a publisher's own infrastructure vanishes completely. JMVRA's articles are hosted permanently and are never removed, yet that assurance depends for now on JMVRA continuing to operate, a narrower assurance than third-party dark archiving gives. Saying so openly is itself part of following the transparency standard that underlies this page.

The bottom line: every claim made here links to a real policy page that you can open and read for yourself — the Peer Review Policy, the Publication Charges Policy, the Open Access Policy and the COPE Ethics Statement. This is intentional. A researcher should not need to accept JMVRA's word on its own compliance, just as they should not accept any journal's word. Publishing standards in this way means they need no trust, only a few minutes of checking.

Following the discontinuation of the UGC and UGC-CARE journal listing, and in alignment with the latest UGC-CARE recommendations and guidelines, JMVRA is aligned with UGC’s Suggested Parameters for Choosing Peer-Reviewed Journals.

Applying Suggested Parameters When You Judge a Journal

A checklist of published parameters is only useful if you apply it with care. These habits help scholars and supervisors turn a list of criteria into a sound decision about where to send a manuscript.

  • Keep your own evidence file. Save screenshots and page copies of the policies you rely on, with the date you viewed them. Journal websites change, and a record protects you if a question arises later.
  • Score before you fall in love. Rate each criterion on a simple scale before reading the journal's own praise of itself. Early scoring keeps enthusiasm for a quick publication from bending your judgement.
  • Ask your supervisor to cross-check. Give a colleague or guide the same checklist and compare notes. Differences in opinion often reveal a missing policy page or an unclear statement worth raising with the editors.
  • Read the editorial board properly. Look up a few board members independently and confirm that their institutions and subjects match the journal's scope. A name list alone does not show real editorial involvement.
  • Write to the editorial office. If a criterion is unclear, send a polite email and keep the reply. A prompt, specific answer is itself a useful sign of how the journal treats its authors.

Treat the parameters as questions to investigate and document yourself, not as a badge that someone else has already verified for you.
