Free-to-Publish Scopus Journals With No APC: A 2027 Planning and Re-Verification Guide

Free-to-publish Scopus journals with no APC are the most sought-after titles for 2027, and the ones whose status most needs checking again. This planner regroups the 50 no-APC titles from our 2026 list by who funds them and by author goal, shows exactly what to re-verify and where, and sets out a realistic 2027 submission calendar.

Free-to-Publish Scopus Journals in 2027: Why Re-Verification Comes First

Searches for free to publish Scopus journals in 2027 usually begin with a list and end with a disappointment: a title that was free last year now charges a fee, a journal has moved to a new platform, or a "Scopus journal" turns out to have lost its coverage. A no-APC journal is valuable precisely because someone else pays its costs. When that funding changes, the journal's policy changes too, often with little notice to authors.

Our 2026 companion page listed 50 Scopus journals that reported no article processing charge, arranged by field. This 2027 page does not repeat that arrangement. It regroups the same 50 titles by who keeps them free and by what an author is trying to achieve, and then focuses on the work that matters for next year: what to check again, where to check it, how long the process realistically takes, and how to avoid offers that misuse the words "free" and "Scopus".

Honesty about 2027: everything on this page reflects our 2026 data and the position in October 2026. Scopus adds and discontinues titles during the year, and journals can change fee policies at any time. We do not know which of these titles will still be free, or still covered, in 2027. Re-verify each one on the official Scopus source list and on the journal's own site before you submit.

Who Keeps These 50 Titles Free: A Count by Funding Backer

A diamond journal is only as stable as the organisation that pays its costs, so the backer is the first thing to understand. We classified the publisher or funder recorded for each of the 50 titles on our 2026 list into seven types. The classification is ours, based on the names listed. It is meant as a planning aid, not as an official category.

Why the backer matters for a 2027 plan

1

Public bodies

National research councils and agencies, such as CSIC in Spain, TÜBİTAK in Turkey, CSIR-NIScPR in India and DOST in the Philippines, often fund journals as part of a national science mission. Budgets can still change when public funding priorities shift.

2

Universities

A faculty or press paying for a journal usually wants to keep it free, but the journal may rely on a small editorial team. Expect careful but sometimes slow handling.

3

Commercial publishers

Where a large publisher runs a free journal, the society or the publisher covers the cost. Contracts are renegotiated from time to time, and a fee policy can change at renewal.

4

Societies and academies

Member organisations protect their flagship journals, though some reserve priority or discounts for members. Read the author guidelines for any membership conditions.

None of these types is "safe" or "unsafe". The point is that each one gives a different reason a policy could change, and that tells you what to ask. For a commercially published free title, ask whether the no-APC policy applies to all authors and all article types. For a university title, ask about typical review times. For a public-body title, check whether any new submission rules have been announced for the coming year.

The 50 No-APC Scopus Titles Regrouped by Backer (2026 Data, Re-Verify for 2027)

The table lists every title from our 2026 page, grouped by the backer type used in the chart above. Names, ISSNs, fields and reported indexing are copied from our 2026 data. These are third-party journals presented as data for you to verify, not journals we represent or recommend.

For a larger, browsable view of Scopus titles in general, see our site's Scopus indexed journals list. Remember that it is a reference compilation as well: coverage is only confirmed by the live record on scopus.com/sources.

What Else These Titles Reported Alongside Scopus

Many authors need more than Scopus. A clinician may need PubMed, a humanities scholar may need the Arts & Humanities Citation Index, and an engineer's department may also look for Web of Science coverage. The chart counts how many of the 50 titles reported each additional index on our 2026 page. A title can appear in more than one bar.

Treat these counts with care. They show what was recorded on our 2026 list, not a complete audit. A journal may be in DOAJ, for example, even though our list did not record it. The practical lesson is to check every index your requirement names, separately and at its own official source: Scopus at scopus.com/sources, DOAJ at doaj.org, PubMed through the NLM Catalog, and Web of Science through Clarivate's Master Journal List.

Tip: in DOAJ, use the filter for journals that charge no fees at all, not only the filter for no APC. DOAJ now separates the two, and the second can include journals with other charges, such as submission fees.

Shortlisting No-APC Scopus Journals by Your 2027 Goal

Instead of scrolling the whole list, start with the goal your paper has to meet. The table matches common 2027 goals to titles from the list, using only the fields and indexing recorded in our 2026 data.

Listed on our 2026 guide; re-verify current status, fees and scope on the journal's own site before submitting in 2027.

Every row is a reading list. Before you submit, read at least three recent articles from your chosen title. Diamond journals tend to have tightly defined scopes, often tied to the mission of their backer, and a manuscript that fits the field but not the mission is a common desk rejection.

Six Things That Can Change Before a 2027 Submission

Six facts about any free journal can change between one year and the next. Check each at its source and keep a dated screenshot or PDF of what you found. If a dispute arises about fees, that record is your evidence.

Re-verification checklist for any no-APC Scopus title in 2027
What to re-checkWhere to check itWhy it may change in 2027
Scopus coverage is activeSearch the ISSN on scopus.com/sources and read the coverage yearsTitles are re-evaluated and can be discontinued during the year
Discontinuation statusThe Scopus discontinued sources list, updated several times a yearA title can be flagged after a re-evaluation
No APC and no other feesThe journal's author guidelines and fee page; the DOAJ record if listedFunding contracts and publisher agreements are renewed periodically
Correct websiteThe ISSN Portal record and the backer's own domainJournals move platforms, and cloned sites copy real titles
Scope and article typesAims and scope page; recent issuesNew editors often narrow or redirect the scope
Submission rulesAuthor guidelines: AI disclosure, data availability, language, lengthPolicies are updated, especially on AI use and data sharing

Confirm that the ISSN on the journal's website matches the one in the ISSN Portal and on the Scopus record. A mismatch is the single most common sign of a cloned site. If anything about fees is unclear, email the editorial office and ask, in one line, whether any charge applies to your article at any stage. Keep the reply.

The 2027 Verification Loop for a Free Scopus Journal

Verification is not a single check but a short loop you repeat for each title on your shortlist, ideally within a month of submitting. The diagram shows the order we suggest.

The 2027 verification loop for a no-APC Scopus journal A cycle of six steps: check the Scopus source list by ISSN, read the journal's fee page, use the DOAJ no-fees filter, check the discontinued sources list, have the editor confirm no fee in writing, then submit. The cycle repeats for each title on the shortlist. 1. Scopus source list 2. Journal's fee page 3. DOAJ no-fees filter 4. Discontinued list 5. Editor confirms 6. The Hidden Price of Free: Time, Competition and Scope

A journal with no APC costs you nothing in fees, but it can cost you something else that matters in a 2027 plan: time. Because free journals with Scopus coverage attract many submissions and often run on small editorial budgets, many of them are selective and some are slow. Authors who choose a free title should do so knowingly, with a calendar that allows for it.

Do

  • Read the journal's stated review times, if published, and add a margin
  • Write to the backer's mission, as many diamond journals prioritise regional or national relevance
  • Follow the reference and language rules exactly; small teams have no time to fix formatting
  • Prepare a fallback journal in case of rejection
  • Ask the editor before submitting if your topic is on the edge of the scope

Avoid

  • Choosing a free title for a deadline only a few months away
  • Sending repeated status emails in the first weeks of review
  • Submitting a paper to two free journals at once to "save time"
  • Treating "free" as a reason to lower the quality of the submission
  • Assuming a free journal is easier to get into than a paid one

A free journal saves money only if the paper is accepted in time for the purpose it was written for.

A 2027 Calendar for a No-APC Scopus Submission

The schedule below assumes a target of publication by late 2027 at a selective free journal. The durations are general ranges. Some titles move faster and some much slower, which is why the plan builds in a fallback.

  1. November–December 2026

Pick a goal row from the shortlist table, read recent issues of three candidate titles, and note each one's scope, length limit and reference style.

  2. January 2027

Run the verification loop for all three titles and save dated records. Email any editorial office whose fee policy is unclear.

  3. February–March 2027

Finish the manuscript to the first-choice journal's rules. Run a similarity check and settle authorship and contribution statements.

  4. April 2027

Repeat the coverage and fee checks for the first choice, then submit through its official site with a short, specific cover letter.

  5. May–September 2027

Expect review and at least one revision round. If rejected, adapt the paper to the second title within two weeks and re-check that title first.

  6. October–December 2027

Final acceptance, proofs and publication. Record the DOI, keep the published version and the acceptance letter for any committee review.

Fixed deadline? If your paper must be published by a set date, such as a thesis submission or an appraisal cycle, and you are starting late, a free selective journal may not be the right first choice. Plan a route with a more predictable timeline as well.

Indian Researchers in 2027: Diamond Titles, ONOS Support and Committee Records

Indian authors have three distinct ways to avoid or reduce publication fees in 2027, and they should not be confused with one another.

1

Truly free journals

Diamond titles such as those listed above, including several Indian society journals published by Wolters Kluwer Medknow and the CSIR-NIScPR title. No author pays, wherever they are based, provided the policy still applies in 2027.

2

APC paid on your behalf

The One Nation One Subscription scheme, launched in January 2025 for an initial three years, includes APC support for eligible corresponding authors at participating institutions in participating journals. Check onos.gov.in and your library for 2027 terms.

3

Low published fee

A peer-reviewed journal that charges a small fixed fee only after acceptance. This is not free, but the cost is known in advance and the timeline is usually more predictable.

On journal recognition, the UGC-CARE list has been discontinued. UGC announced the decision in a public notice of 11 February 2025, and institutions now assess journals against UGC's Suggested Parameters for Choosing Peer-Reviewed Journals. In practice, a promotion or screening committee in 2027 will want evidence: a screenshot of the journal's indexing record, its peer review policy, its ISSN record and your acceptance letter. Collect these when you publish, not when the committee asks for them.

Need Publication Sooner? Our Low-Cost Network, Stated Plainly

A clear statement first: JMVRA, TIJER and JNRID are not no-APC journals and are not presented as Scopus-indexed. They charge a low published fee, which is payable only after acceptance. We offer them as an affordable, peer-reviewed open access alternative for work that does not specifically require a Scopus title, or that cannot wait through a long free-journal queue.

Typical uses include papers for course or degree requirements, early-career work that builds a publication record, regional and applied studies, and conference papers that need a permanent home. Each published paper receives a Crossref DOI under the group prefix 10.56975, which is shared by the group's journals, and is released under a CC BY 4.0 licence.

Red Flags in Free Scopus Publication Offers for 2027

The phrase "free Scopus publication" is widely misused. Real no-APC Scopus journals do not need to recruit authors through agents or bulk email. Treat any of the following as a reason to stop.

  • A promise of guaranteed acceptance or guaranteed Scopus indexing of your paper
  • "Free publication" that turns into a fee for processing, formatting, fast-tracking or a certificate
  • An agent offering a slot in a named Scopus journal in exchange for a payment to them
  • A website whose ISSN does not match the ISSN Portal or the Scopus record
  • A journal that appears on scopus.com/sources with coverage that ended years ago
  • Publication promised within days, with no description of peer review
  • Email addresses from free webmail services instead of the publisher's own domain
  • Pressure to pay or sign within hours

If you have already paid an agent or a cloned site, stop all further payments, save every message and receipt, and contact the genuine journal through its verified website to report the misuse of its name.

How Journey & Wisdom Supports Authors and Free-Journal Editors

The services that run our network journals are useful in two ways for this topic: they help authors prepare a cleaner submission, and they give editors who want to run a free journal the infrastructure that small diamond teams often lack.

1

JWJMS

A journal management system with an online submission portal, author dashboard, desk screening, reviewer invitations and reminders, revision rounds, decisions, issue building and publication scheduling, with a full record of each step.

2

JWDOI

Registers Crossref DOIs and deposits article metadata, giving journals a sponsored DOI prefix without joining Crossref directly. It covers journals, books, chapters and proceedings.

3

JWSCAN

Checks a manuscript for similarity before submission using iThenticate (by Turnitin), with an overall similarity index and a source-by-source report.

4

OpenRGATE

A free open-access repository and journal-discovery platform, useful for depositing work and finding journals to evaluate.

Editors planning a journal that might one day apply to Scopus should read our guide on indexing a journal in Scopus, which explains the honest path: an ISSN, a sustained publishing history (Scopus requires at least two years before evaluation), published ethics and peer review policies, English abstracts and regular, on-time issues. For anything beyond the services described here, contact the team to discuss your requirement.

Planning Your Free-to-Publish Scopus Journal Route for 2027

Free-to-publish Scopus journals with no APC remain an excellent route for strong papers in 2027, provided you treat every list, including ours, as a starting point. Understand who funds the journal, match it to your goal, run the verification loop within a month of submitting, keep written proof that no fee applies, and give the review process the time it needs.

When your paper has to be published sooner, or when Scopus coverage is not actually required, choose a peer-reviewed alternative with a known fee instead of an offer that misuses the word "free". Our network journals are one such option, offered openly as low-cost and not as Scopus titles.

How Journey & Wisdom Helps

JMVRA is published within the Journey & Wisdom group, which runs four shared services — similarity checking, journal management, DOI registration and conference management — and thirteen publication platforms. These are the ones that matter most for this guide. For anything not listed here, email [email protected] or message WhatsApp +91 91063 65667 to discuss your requirement.

How to re-verify and submit to a no-APC Scopus journal in 2027

  1. Confirm the requirement

Ask your institution or funder in writing whether Scopus coverage is required, or whether any peer-reviewed journal is acceptable.

  2. Pick a goal row

Use the shortlist-by-goal table to identify three candidate titles in your field.

  3. Read recent issues

Check that your topic, method and article length match what each journal actually publishes.

  4. Check coverage by ISSN

Search each ISSN on scopus.com/sources and confirm that coverage is active.

  5. Check the discontinued list

Make sure none of your candidates has been flagged in a recent Scopus update.

  6. Confirm the fee status

Read the fee page and the DOAJ record, and get a written reply from the editor if anything is unclear.

  7. Verify the website

Reach the journal through the ISSN Portal or its backer's domain, never through an emailed link.

  8. Prepare the manuscript

Follow the author guidelines exactly and run a similarity check before submitting.

  9. Submit and record

Submit through the official site and save the confirmation, the fee reply and dated screenshots.

  10. Plan the fallback

If the paper is rejected, adapt it to the next title within two weeks, repeating the checks first.

Frequently Asked Questions

Will there be a new list of free-to-publish Scopus journals for 2027?

There is no official annual list of free Scopus journals. Scopus maintains a continuous source list, adding and discontinuing titles during the year, and journals set their own fee policies. Any 2027 list, including this page's regrouping of our 2026 titles, is a starting point. Confirm each title's coverage on scopus.com/sources and its fee status on the journal's own site.

How do I confirm a Scopus journal charges no APC in 2027?

Read the journal's current author guidelines and fees page, check its DOAJ record using the no-fees filter if it is listed, and email the editorial office asking whether any charge applies at any stage. Save the reply and dated screenshots. Do this within a month of submitting, because fee policies can change when funding or publisher agreements are renewed.

Are no-APC Scopus journals harder to get into than APC journals?

Often, yes, though not always. Free titles with Scopus coverage attract many submissions and are usually run on limited budgets, so editors can be selective and reviews can be slow. Selectivity varies widely by journal and field. Judge each title by its recent articles and stated policies, and do not assume that free means easier.

What happens if a free journal introduces a fee after I submit?

Reputable journals normally honour the policy that applied when you submitted, but this is not universal. That is why a written confirmation from the editorial office before submission matters. If a fee appears that you did not agree to, ask for the policy in writing and, if needed, withdraw the manuscript before it goes into production.

Is JMVRA a free-to-publish Scopus journal?

No. JMVRA is not presented as Scopus-indexed and is not a no-APC journal. It is a low-cost, peer-reviewed, open access journal with a fee of ₹971 for Indian authors or US$41 for international authors, charged only after acceptance. Papers receive Crossref DOIs and a CC BY 4.0 licence.

Can a journal with no APC still charge other fees?

Yes. Some journals charge submission fees, page charges, colour charges or fees for extra-long articles while charging no APC. That is why DOAJ separates journals with no fees at all from those with no APC only. Read the full fee section of the author guidelines and ask the editor if anything is unclear.

How long does review take at free-to-publish Scopus journals?

It varies widely. Some journals publish median review times on their websites, and many take several months from submission to decision, longer if revision is needed. Small editorial teams and high submission volumes are common reasons. Plan for at least one revision round and keep a fallback journal ready if you have a deadline.

What does "discontinued" mean on the Scopus source page?

It means Scopus no longer covers new content from that title. It can follow a formal re-evaluation, which places the title on the discontinued sources list, or it can reflect a publisher no longer supplying content. Articles published before discontinuation generally stay in Scopus, but new papers are not added, so do not submit expecting coverage.

Do Indian institutions accept papers from no-APC Scopus journals in 2027?

Institutions set their own rules. With the UGC-CARE list discontinued, many use UGC's Suggested Parameters and their own approved lists. Ask your institution what it accepts, and keep evidence of the journal's indexing record, peer review policy, ISSN and your acceptance letter so the committee can verify it.

Which fields have the most free Scopus titles on your list?

On our 2026 list, medicine and health sciences had 11 titles, engineering and computer science 10, and arts and humanities 10, followed by life, earth and agricultural sciences with 9. Social sciences had only 2. This reflects our selection, not the whole of Scopus. Use the official source list to search your own field.

Can I send the same manuscript to two free journals to save time?

No. Simultaneous submission breaks the publication ethics rules that almost every journal follows, and it can lead to rejection by both journals or later retraction. Submit to one journal at a time, wait for its decision, and then adapt the paper for the next title if needed. Build the extra time into your 2027 plan instead.

How can a new journal become a free-to-publish Scopus title?

It needs secure funding to stay free, and it must meet Scopus requirements: an ISSN, at least two years of regular publication, published peer review and ethics policies, English abstracts, and content of international relevance. The title is then evaluated independently by the Content Selection and Advisory Board. Nobody can guarantee the outcome.

Should I choose a no-APC journal or a low-fee journal for a 2027 deadline?

If you have plenty of time and need Scopus coverage, a well-matched free title is worth trying. If the deadline is close or Scopus is not required, a peer-reviewed journal with a small fee after acceptance usually gives a more predictable timeline. Decide by your requirement and your calendar, not by the fee alone.

How do I spot a fake "free Scopus publication" offer?

Be cautious of guaranteed acceptance, agents selling slots in named journals, websites whose ISSN does not match the ISSN Portal, and "free" offers that later ask for processing or certificate fees. Reach the journal only through its ISSN record or its backer's official domain, and confirm its coverage yourself on scopus.com/sources.
